Need additional information on the DMS utility

Can some please provide additional information on the DMS utility. I came across it in some of the JCLS in our system.

Please scroll down to chapter 4 Evaluation. There seems to be a problem if you directly change the chapters.

It does open at my site, might be you are not allowed to open pdf file in office via internet..
