Why only IDCAMS

We know that we use IDCAMS while creating VSAM datasets. But can anybody tell me why we use IDCAMS for this?

IDCAMS is the utility program which is written to do all the minimal function of the VSAM files in mainframes. so it has several functions which are built already such that to do the system performance for creating and manipulating the VSAM files. the parameters such as KEY,FREESPACE are all recognized by that utility program and according to the value v pass are get manipulated and then u get the file output as u need. hope understood..
