Unless you are a Security Administrator, you probably should not be executing this command.
The RVARY command is used to switch (deallocate/reallocate) a RACF database should the primary database become corrupt.
Issuing TSO RVARY USERID would probably be ignored, because USERID is not a valid option with the RVARY command. You would probably need a privileged attribute of SPECIAL on your USERID to execute the command.
You can enter TSO HELP RVARY on the command line to get an explanation of the command.
The best place for seeing what result came from your command would be the system log (if it shows up at all) .
