Hi,
Follow the steps below:

1.Go to file aid option in ur panel
2.Enter option 3(utilities) i.e File-AID/SPF extended utilities and press enter
3.Go to option 5(VSAM) i.e Allocate, display, delete, modify, or rename VSAM clusters,alternate indexes, or paths; manage IAM files and press enter
4.Then you can allocate by going to option A and give dataset name and by pressing enter go to the next panel where you can choose KSDS,ESDS,RRDS or LDS from the option and give other parameters like space,units,key length etc
