Un-BOX the device, then it can be brought offline.
To un-BOX the device, you need to figure out why it is boxed. From the IBM documentation at www.ibm.com/support/knowledgecenter/en/SSLTBW_2.3.0/com.ibm.zos.v2r3.ieag100/iea3g1_Device_boxing.htm:
